Integrated Sustainability Appraisal

The purpose of the appraisal is to look at the likely social, economic, environmental and cultural effects of the RLDP.

The ISA will incorporate:

  • Sustainability Appraisal
  • Strategic Environmental Assessment
  • Equalities Impact Assessment
  • Health Impact Assessment and
  • Welsh Language Impact Assessment

It will look at the strategy, policies and proposals in the plan to ensure that the decisions made embody the principles of sustainable development.

The ISA will play an important part in showing that the RLDP is sound. It is an integral element of every stage of the plan preparation, informing the RLDP from inception to adoption.

The ISA Scoping Report is the first stage of the ISA process and will document how the Authority proposes to assess the sustainability of the RLDP.

Habitats Regulation Assessment (HRA)

This assessment tests whether the RLDP would be likely to have significant effects on any sites that are of European importance - such as Special Areas of Conservation (SACs). There are three SACs partly within the boundaries of Neath Port Talbot and a range of others in the region that could be affected by RLDP proposals.

The HRA of the RLDP must be undertaken in parallel with, but apart from the ISA. The findings of each process will inform each assessment. The HRA will be undertaken throughout the RLDP preparation process.
