Adult Services Strategy 2023-2026
We want to make sure that the most vulnerable adults in Neath Port Talbot have the right amount of help to meet their needs.
The Strategy is set out along three broad themes:
Front Door Services: Helping people to help themselves
This is about people having choice, control and flexibility over the care and support they receive. We will help do this by making sure people have access to information, advice and assistance so that they can make informed decisions.
Prevention and Early Intervention: Building relationships and making connections
This is about making sure people have access to formal and informal support in their communities.
Formal Care and Support: Living the life you want
This is about having the right amount and type of formal care and support that best meets your individual outcomes.

Children’s Services Strategic Plan 2023-2026
We want to make sure that children, young people and families in Neath Port Talbot have the right amount of help to meet their needs, and that children and young people have the best start in life.
The Strategic Plan is set out along three broad themes:
Placement sufficiency
We believe that the best place for a child is with a loving family. We will work with families to help them stay together, but we also know that there is a need for foster placements to provide safe and stable environments for some. It’s about getting the right service at the right time.
Recruit, retain and develop a highly skilled workforce
When social workers have the tools and time to do their job well, it makes a huge difference to children’s and families’ lives. We want a valued, supported and highly-skilled social worker for every child and family who needs one.
Demand and complexity
For the majority of children, the best place for them to be is at home with their family, but some families may need support to do this. We provide specific and targeted support to families who are facing particular challenges resulting from social harms, poverty and inequality, domestic abuse, substance misuse, mental health conditions, as well as learning disabilities.

Premiums on empty properties and second homes
From 1 April 2023 Councils are now able to charge a premium of up to 300% on second homes and long-term empty properties. Each Council can choose how it acts when considering the level of charge to apply to empty properties.
We want to hear your views on how we should respond to the change in legislation that increases the premium we can apply on second homes or long-term empty properties.
What is Council Tax?
Council Tax is a local tax set by the Council based on the valuation band of your property. The income generated is used to fund the Police, Fire Service, Town and Community Councils and Neath Port Talbot Council.
We use the revenue raised through Council Tax to fund vital local services such as education, social services, refuse collection and highways maintenance.
What are 'second homes' and 'long-term empty properties'?
A second home is a dwelling which is not a person's sole or main home and is substantially furnished. The 1992 Act refers to these dwellings as dwellings occupied periodically, but they are commonly referred to as 'second homes'. This can include properties used for short term holiday lets which are subject to Council Tax and don’t qualify for the statutory exemptions.
A long-term empty property is a dwelling that is unoccupied and substantially unfurnished for a continuous period of at least one year.
By law, some long-term empty properties and second homes are exempt from paying a Council Tax premium. These are listed below:

Class 7 | Job-related dwellings | Second homes |
Why consider introducing premiums?
There are clear benefits in introducing premiums including:
- Bringing long-term empty properties back into use and supporting the Council in providing safe, secure and affordable homes.
- The existence of large numbers of long-term empty dwellings is a drain on the Council’s resources. For example, the costs of outreach work and case work involving complaints and emergency works, so if the overall aim of bringing properties back into use is achieved, the burden on the public purse would be reduced.
- A financial benefit which will help the council to fund vital services that people in Neath Port Talbot rely on in a difficult period of budgetary constraints.

What we want to do
Implement a more strategic approach
This means that we want to work with people to think about how we make more homes. It also means that we will think about how housing can benefit communities and the environment.
Prevent homelessness
This means that we want to stop people from becoming homeless. It also means that we want to help people who become homeless get a new home.
Increase access to appropriate affordable housing
This means that we want to make sure there is more housing that people can afford.
Support those with social care needs to live well in their communities
This means that we want to make sure there is more housing for people with disabilities. It also means that we want to make sure there is more housing for young people that are homeless or have left care.
