This accessibility statement applies to content published on www.npt.gov.uk

This website is run by Neath Port Talbot Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

  • you cannot modify the line height or spacing of text
  • most older PDF documents are not fully accessible to screen reader software
  • live video streams do not have captions
  • some of our online forms are difficult to navigate using just a keyboard

Contacting us by phone or visiting us in person

We provide a text relay service for people who are D/deaf, hearing impaired or have a speech impediment.

Our offices have audio induction loops, or if you contact us before your visit we can arrange a British Sign Language (BSL) interpreter.

PDF Documents

Some documents are not fully accessible.

  • A small number of PDFs do not contain a H1. This fails WCAG 2.1 success criterion 1.3.1
  • A small number of PDFs do not follow a logical order. This fails WCAG 2.1 success criterion 1.3.1
  • Some PDFS are not machine readable. This fails WCAG 2.1 success criterion 1.1.1
  • Some PDFS have weak titles. This fails WCAG 2.1 success criterion 2.4.2
  • Some PDFS do not contain bookmarks to aid navigation. This fails WCAG 2.1 success criterion 2.4.5
  • Some PDFs do not specify a default language. This fails WCAG 2.1 success criterion 3.1.1
  • Some PDFs are not tagged. This fails WCAG 2.1 success criterion 1.3.1
  • Some PDFs do not contain a title. This fails WCAG 2.1 success criterion 2.4.2
  • Some PDFS do not contain headings. This fails WCAG 2.1 success criterion 1.3.1

We plan to fix the above issues by October 2025.

We use Silktide tool to monitor any issues regarding accessibility and aim to fix any issues that have been found as soon as possible. We use Adobe Pro's accessibility checker to check the PDF documents.

The accessibility regulations don’t require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Any new documents we publish will meet accessibility standards and where possible, we are publishing documents in HTML format.

Third party systems and applications

We link to and use content provided by other websites and these are not always as accessible. These include:

  • Capita online payments
  • Modern.gov Councillor information, meetings, agendas, and minutes
  • Online library
  • Planning portal

We have started discussions with our suppliers to address accessibility issues on systems we have bought from them.

Disproportionate burden

At this time we have not made any disproportionate burden claims.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Many of our older PDFs and Word documents do not meet accessibility standards - for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).

Any new PDFs or Word documents we publish will meet accessibility standards. Where possible, we are publishing documents in HTML format.

What we’re doing to improve accessibility

Website testing is carried out by our Web Team for compliance with the Web Content Accessibility Guidelines V2.1 level A and level AA.

We use Silktide tool to monitor any issues regarding accessibility and aim to fix any issues that has been found as soon as possible. We use Adobe Pro's accessibility checker to check the PDF documents. Where possible, we are publishing documents in HTML format.

We continue to work with Digital Accessibility Centre to ensure our website is accessible to as many people as possible, regardless of technology or ability.

In October 2021, the Digital Accessibility Centre carried out further accessibility testing. This included automated testing (if appropriate), along with an expert manual compliance audit AND testing by users with a range of disabilities.

Preparation of this accessibility statement

This statement was prepared on 15th October 2020. It was last reviewed on 4th September 2024.

Our Digital Team uses the WAVE Evaluation Tool for checking individual web pages, and the Silktide tool for checking and monitoring the whole site's accessibility status.
